This phrase is misleading, for what is a property worth, if it is not, what it sells for? 
A foreclosure is a forced (some call it distressed) sale, and the fact that the seller MUST sell necessarly translates into a lower selling price. Good deals can be had if you compare the price to top of the market valutions. And, you will need some luck...</description>
